Lima is a plausible possibility, the locomotive looks absolutely brand new and does not appear to have been lettered yet. Perhaps it is out for a test run before final paint and lettering.

Notice that the rear coupler is equipped with an extended "logging" knuckle, a possible indication that the locomotive is not intended to stay at the industrial complex in which it was photographed.
