Not sure I fully get this plan.
You can pretty much drive or explore most of the route now. I've explored the route over the years mainly to see the remaining steel bridges at Florida, La Boca, Arboles, Pagosa Junction, Juanita, and Navajo.
I'd like to see Colorado put money into widening 160 (adding lanes). The drive from Durango to Pagosa Springs has gotten ridiculous with traffic in recent years. And there are lots of roads throughout La Plata county in need of major work.
New Mexico should continue focusing on adding lanes to old 666 (now highway 491) from Farmington to Gallup. Last I checked there were only about 46 miles north of Gallup that were not four lane.
After these important major thoroughfares are completed, then maybe they can they look into "Byway" projects.
