Apparently it wasn't quite that simple.
Summer of 1971 I had a summer internship at Los Alamos.
Not being sure of when I would ever be that far west again
(I lived in IN and was a grad student in NY), I went on outings
every weekend. After seeing an article in the local newspaper about
the new tourist railroad, I went thru Antonito and Chama on 7/3/1971
(except I misspelled the latter as "Chalma" in my notes).
My pictures from the time show that #488 was still painted "Rio Grande",
and the OY water car / OM itself were still painted gray and
(according to my notes) were "not yet re-marked for CATS".
My understanding was that CATS was re-painting the equipment itself,
and non-revenue equipment was not very high priority for them.
