I agree with Jim, but there is one thing curious about it. Notice it has "App" at one end for application and "Lap" at the other end of the lever motion. We have virtually the same Wabco valve on WHEccles #3, but release would be back toward the engineer and apply all the way forward, lap in the middle. Not sure how you could have apply and lap at different ends of the motion with release in them middle which clearly would not work.
