Why paint an unused building?

I'm not sure of the date, but sometime in the late 1940's (?) the standard paint scheme was changed to white W/ green trim for buildings.

Chama was painted like this along with Sublette, Osier, Durango and lots of others. Some structures never got painted in these colors.
