It was a matter of balancing. K-36 tenders were lighter than those on the K-37's and because of that if they wanted to turn a K-36 you first had to fill the tender with water to get more weight which would allow it to be balanced on the table and turned. If the tender was empty you could not balance the K-36 engine on the table. You could balance a low water K-37 on the table.

At least, that is what I have been told.
