Ed,
If you look at both pictures that is not the reverse lever but the independent brake valve. The locomotive is equipped with G-6 brakes instead of the ET-6 with which they are now equipped. The brakes are applied. Note in the picture of the whole locomotive the radius rod is in the lower half of the link. If the engine were in reverse the link block and radius rod would be in the upper part of the link.
