Selling state property in Cuba was a crime and a few railroad employees got caught, but many more got away with it. We saw working engines that had builders plates on them one day that were gone the next after a tour group had gone through. There was also an eBay seller in Spain that sold a lot of Cuban builders plates 10 years ago. Apparently he worked for Cubana and his girlfriend in Spain handled the eBay sales.

The plate looks legitimate to me, but you can see it was damaged by whomever took the plate off. Looks like they removed the lower bolt and then pried the plate off, cracking it and breaking out the upper bolt hole.
