It's more involved than that. The oil boom saved the whole thing, the
postwar travel helped the tourist industry and in the end the few trains
that ran in the sixties kept crews around to run the Silverton. Without
the freight business the Rio Grande would have dumped/torn up/sold/etc
the Silverton much earlier.
