Perhaps I didn't make myself clear. When we worked on that locomotive, all its wheels were on the rails. The two hydraulic jacks were also on the floor, and we turned one wheel set at a time in order to line them up as we put the side rods on. Once they were in place, we were able to put the side rods on quite easily by moving the crossheads until we could get the pins in. Lastly, we put the pistons in place and connected them to the crossheads.
