I didn't see the picture, but I would guess that it was the jordan spreader. It is a locomotive pulled vehicle with large air operated moveable blades or wings on each side that is designed for ditching or clearing snow away from the track. I understand the railroad hopes to use it to scrape vegetation along the track to reduce fire danger. It has not been used in several/many years and may or may not actually be used depending on the repairs needed.
