Doug,
I'm a speeder owner and from my experience, a lot of narrow gauge cars are built rather than bought. There are numerous examples of the conversions out there. I even know of a speeder operator who has a car that he can swap the axles on between standard and narrow gauge.
Dean Mark, purveyor of motorcar parts, sells the narrow gauge axles. For the experienced/equipped person, the conversion makes a nice winter project.
Frequently the smaller cars are simply narrowed overall to 36" gauge.
I'm sure you've seen this page, but for those who've not:

I'd also recommend posting to the motorcar e-mail list.
(For any would-be speeder operators out there, we have a lot of fun! Check out the excursion calendars online and consider joining us.)
