It all depends on the service schedule. At a railroad museum that operates on weekends only and maybe not even every weekend the 15 years may come first.
However, on an operation like the C&TS or D&S or Strasburg or Valley RR the 1472 days may occure first.
If we devide 1472 days by 15 years that comes to 98 days each year. That might be just over a three months of daily operation. But if the engine is essentially hot each day (excepting inspection days) for a four month (or longer) season the 1472 days will occur first.
Under the old rules the ICC counted months and one hot day a month counted as a whole month. And every 36 months the tubes had to come out for a complete inspection. So the 1472 days or 15 years is much more reasonable for equipment not operated every day, day-in-day-out.
