According to a 1919 timetable, a class 56 was good for 130 tons Hermosa to Silverton, a class 60, 145.

I doubt those little boxcars weigh much more than 10 tons empty, the coaches not more than 20 tons. That would give them about 110 trailing tons.

Yes it is downgrade along the highline going west (north). In fact the ruling grade going east (south) on the Silverton Branch is along the Highline at 1.42%.
