Yup, at least 90% of the time when you are trying to photograph the C&TS you will be at the wrong time of day. "They" say the best time for photography is before 10:00AM and after 4:00PM.
The C&TS trains run right between those times. I try to overcome that by hopefully getting a day with bright blue skies with fluffy clouds. Or angry clouds, in which case I'll under expose about a half to 3/4 of a stop and then in post processing emphasize the clouds to add drama to the shot. The worst is a overcast gray with no character. Then I stay home and read a book.
That picture looks like it'll take some post proc. ok
