Loco at Boothbay Railway Village

Can anyone please help me identify this small loco seen at Boothbay Railway Village on 2nd September. It has Porter cylinders and the date 1925 appears on its numberplate. Presumably it has something to do with Edaville but no-one I spoke to could tell me much more about it.
