The question I would have is does the state agency to which they propose to send Cass Scenic to operate the RR's they have under their direction, or do they lease them out to private operators? If they do not actually operate railroads, I doubt they have the infrastructure to operate anything, leading the conclusion that they would attempt to lease Cass to a private sector operator.
Unless there is some sort of funding created to take care of revenue shortfall, a private operator is going to have tough time making a go of it without some changes.
