IMHO, perhaps both of you are mistaken -

Given the skill and attention to detail we have come to expect from the D&S shop crew, it is almost certain that the steam dome
cover was installed correctly.

And given the miniscule reduction in wind resistance obtained by deliberately slanting the cover rearward, this is unlikely as well.

The most obvious conclusion is that either
  1. The locomotive's engineer exceeded the speed limit sufficiently to cause the resultant draft to blow the cover slightly back,  
-or-               2. An extremely strong wind related to the unusually heavy monsoon season this year blew the cover out of position while
      the engine was parked outside the roundhouse.
