IT all depends on what is happening. The locomotives work hardest(and need to be fired heaviest) when pushing the Rotary, and the rotary works hardest (and need to be fired heaviest) when it is plowing snow.
Usually when the rotary is plowing, the forward speed provided by the locomotives is very slow so the locomotives are not working hard but the rotary is. Hence the rotary would be fired heavy and the locomotives not so much. This varies due to the amount of snow and the consistency of the snow. The locomotives would have to work a bit harder to push the rotary in thick heavy snow then they would in light fluffy snow.
