Linn pretty well summed it up as to what the FRA regs are. A good rule of thumb is to set the piston travel to 1/2 the piston's total stroke. In other words a 8X12 brake cylinder should have about 6" of travel - plus or minus an inch.
In Chama we used to adjust the K brakes to 5-7" and the AB brakes to 6-8".
