I asked the same question on another forum some time ago, and never got a definitive answer. From having actually been there trying to figure out what it was, I know that it's not attached to the light pole in any way, wires or otherwise. There is what may have been a frame for a swing-down platform that has the lower end attached about where the rungs end, about half way up the frame. Two loops at the upper crossbar suggest that it could have been set up with pulleys. But what it would have been used for eludes me. The only use it has now, it seems, is to block a portion of the view from the south webcam.
