I think the box repacking was an annual event.
I don't know what the historic chalk marks were, but we used to have an inspector look at the brake travel and adjustment of the cars and then mark above the truck how many "notches" to take up each truck to get the travel correct and get each truck to pull evenly. The car knockers would then follow along behind the inspector and make adjustments per the notes above each truck.
