Im sure it could but at that low of pressure it would not be of any use. On 346 we do not start the air pumps until we have reached 125 PSI otherwise you cannot maintain main reservoir pressure. They have run the pump off shop air and it does work. For the air tests the boiler was charged with shop air as well as tied into a running diesel to help fill her up. Once the boiler was charged we would charge the air tanks to give us brakes.
