Unusual trackage - looks a bit like M&PP switch

Hi,
Anyone have any clues as to this trackage?
There is no frog. There appear to be two turnout throws. The closest one seems to have breaks in both rails. The one at the siding seems to have a break in only the outside rail (no way to know for sure).
