I looked at that in my enlargement and the crew on the 1202 are hanging off obviously doing a shunt move.
At my old country Depot, we would often have the train loco pull off the reduction to save us a couple of extra moves with the shunt engine. This wasn't in the agreements, some top roster Drivers from the two other Depots that ran through us, refused to allow anything else other than cut off until the shunt was done. It wasn't like we were over worked or anything either.
