Snow isn't much of a problem to the locomotive itself, extreme cold and ice are harder on an engine than just snow. Of course a large amount of snow on the pilot and running boards would cause visibility problems and a safety hazard. As to the right-of-way, we all know what heavy snow on the rails will do.
