Since there are three pairs of cylinders, is it possible that the design was intended to be a compound, with the exhaust steam from the center cylinders feeding both the front and the rear at normal speeds, with high-pressure steam available for all six cylinders when starting? That would enable the boiler to supply enough steam for the design to be feasible, and should also lower fuel and water consumption enough to keep the weight on the rear set of drivers sufficient for reasonable traction in most circumstances.
