We only had a limited budget
and had to be completely out of there before October 1 (the FRA test monitors are all now furloughed). Also, the Chama River bridge was very close to the staging point for marshalling the three locomotives and consists; this would have been logistically difficult for the other steel spans. Also, the data FRA sought was accomplished in the non-bridge testing; the Chama River bridge testing was more of a sanity check of the data and a bonus for the benefit of the CATS.
