Tent caterpillars are around every year. They usually don't do that much damage, as they don't do much damage to healthy trees. The real problem is that the drought damaged the trees, giving the critters an abundant food source. Very similar to the grasshoppers on the grassland plains.
Cicadas are a different story. They lay dormant for 17 years before hatching.
