I think Bob is onto the nature of the problem. Note that after the final big slip, the driver finally opens the cylinder cocks (drains in UK parlance). I think when the engine went into full slip, water carried over into the super heaters and even after the driver closed the regulator, the engine kept right on steaming. Opening the drains is a fix and it appears it took a bit for the driver to remember that.
