For HOn3 your only option is finding a NWSL 4-4-0. They show up regularly on ebay and usually go for $150-$250 depending on how bad someone wants it. It's the only 4-4-0 that I know of that was produced in HOn3. With some detail parts, a new motor, and some sweat they can be made into nice little locomotives...
