Dave,

The hook was on the tender frame and held the safety chains going to the trucks. (For those who haven't seen them, one end of the chain is on the truck frame and the other goes to a hook that's bolted on the tender frame). Each truck had 4 chains. The chains were designed to keep the trucks somewhat straight if they derailed. Some of the larger rolling stock had truck safety chains as well.
