Chama loading dock was just for Gramps crude oil. The topography of the pipeline route was what sent it to Chama. The oil had to be pumped up over a single pass, and then it flowed in the pipe all the way to Chama. Sending it to Cumbres it is up hill all the way and pumping is expensive. Remember, the whole Gramps thing is a single family operation, with the point of sale being the refinery in Alamosa. It is not like it is a big oil company doing this, where the point of sale is the wellhead, and everything beyond that is paid for by the purchaser.
