I used the Sanborn PDFs in my book on the Gainesville Midland. The publisher wanted JPG and I was able to convert them to 600 DPI for my book. That was back in 2004/2005 and I apparently have forgotten what I used to get the high res conversion.

There are some 100-odd maps I converted. The print-on-demand publisher recommended at least 600 DPI for the book. I was able to meet that with all the photos and drawings in the book.
