The definition of "Plinthed" is "mounted on a pedestal", or plinthe. I have seen a few steam locomotives actually mounted on a pedestal or plinthe (including massive Soviet 2-10-2 and 2-10-0 steam locomotives mounted on what appear to be 10 foot high plinthes); but the term refers to any steam locomotive placed on display; even if it is only a section of track.
