I believe it is more of a combination of the quarry slowing down in the winter than the steel mill in Pueblo slowing down. The mill should have had an adequate stockpile of limestone for the winter.
The first quarter of the year is usually the slowest so perhaps there were fewer orders for steel than at other times.
