What do we do, Russ, with the many operating museums and tourist railroads that
don't even have a steam locomotive on the property? I guess we will have to seek a papal dispensation.
Consider the Canon City and Royal Gorge Railroad, one of the most (if not
the most) successful tourist railroads in the country. The nearest steam locomotive is 30 miles away in Pueblo, CO, in a state that can charitably be described as preservation vandalism (IMHO).
