For a glimpse of his views on western wild fires, check out his testimony before Congress on Sept, 2000 (see link below) when he was Regional Forester of the Northern Region prior to his appointment By Pres. Bush as Chief Forester.
His testimony puts him on record as calling for "partnerships, resources, and common sense approaches that AVOID NEEDLESS CONTROVERSY [emphasis, mine]."
I think it's important to politely make him aware that the C&TS has stood willing and ready to enter into such a "partnership". But the precipitous and unilateral actions of the Carson National Forest prevented it from happening.
