After the responses I got from the Governor's offices one would surmise:
1). The Governor of New Mexico has the highest confidence in the Railroad Commission
2). The Governor of Colorado thinks the FRA needs to deal with the issue.
In short, it would appear that those in the state governments are woefully uninformed about their own property. And the economic damage being done by morons at the Federal level.
