I can understand the point that the railroad objective is transportation infrastructure and not a tourist railroad. However, I am not convinced that is where the market is.
Is the railroad the most cost effective form of transportation down there in this era? Do they have highways, trucks, and buses? Assuming they do, I have a hard time believing that the G&Q can compete for basic transportation.
But as a tourist attraction, it was out of this world. It would not have to be dangerous in order to retain what made it attractive to tourists. I get the impression that the marketing vision is confused and headed in the wrong direction.
