That is exactly what I recall John Bush telling me and a traveling companion about ten years ago when we saw him at Chama. The ICC/FRA man did not concern himself with the rotaries so the plow's boiler was inspected under one of the two states.
The comment was that the inspector that they had at that time had had steam engine experience. Generally, the inspector would visit, look around, see that corrections had been made, make statements as to what he expected to see fixed on his next visit, and then leave.
