It looks like a C-18 to me too.
320 was scrapped in 1938 so it is not 320.
I would guess it is 317. 317 was scrapped in 1946 at Montrose according to DRGW.net. Parts went to 318.
However the engine could possibly be 315, 317, 318 or 319. I can not completely rule out 316 but I don think so.
