To everybody at CATS, you have our profoundest sympathies; it seems like no matter what you do to try to work with the Feds, they raise the bar.
some thoughts, and an idea.
The Forest Service really likes to pass out citations and big fines (usually rightfully) to those they believe to responsible for starting fires, even though though their lack of undergrowth suppression is at least as much responsible for fireprone conditions as the drought. I hate to say it, the way the greenies at the Forest Service operate, if you were operating with even deisel electrics, any and all fires within blaming distance of the ROW would be CATS'fault; you are a lot easier to find than phantom hikers(and we all know that backpackers are all environmentalists who would never, ever do anything to affect the natural world).
Solution? Since the federal govt. decided to take away the livlihood of CATS workers and those in the cummunity, they ought to pay everybody's wages until the crisis is over. And the money should come out of the forest service's budget. Then you would see that the CATS firesuppression measures would be more that adequate.
