The problem is $$expense$$ and time. It takes too much time, planning and just plain dollars to get something like that off the ground fast enough to pay off. Right now the railroad is not exactly swimming in enough money to try aomething like that. Insurance costs and liability ARE key issues. I had hoped we could at least keep an engine hot in the yard, but that too is apparently out of the question.
