John is correct!!!
One of the first cement highways here in the Livermore valley was a road out to the Arroyo Sanatorium (for treating Turberculosis patients).
The Sanatorium was built in 1916 and the road was converted to cement in the early 1920's. The gravel beds of Arroyo Mocho creek in Livermore used to be littered with bits and pieces of track such as the one I posted (which is now the only one left). 30 inch gauge trains would haul the gravel to make cement and then haul the cement out to the pour site along the road. I do not know if the railroad was gas or steam powered, but Lima did make a small shay suitable for this work...
