499 on The "Shavano"

OK, here's one for you:
DPL photo #OP-9048 shows undisputable proof that on July 4, 1940, engine #499 pulled train #315, "The Shavano".
Also, pictures of #499 in April that same year show a weathered 499 sporting flying heralds. Looks like they've been there for quite a while.
What narrow gauge engine got flying heralds first? Do we know?
I guess if you look long enough, you will find anything. Never say never....
