The problem with the C&TS is that there are so many problems to deals with that one must set priorities, triage if you will. The danger is that you underestimate the severity of a problem, or it deteriates faster than predicted and it comes back and bites you. SO what do you do? You deal with the problem and get back to your plan. All of this second guessing does nothing more than destroy the chances of the railroads survival. I may not be intimatly familiar with the problems on the C&TS but from my own experience they have far more to deal with than is publically known.
On that note I need to get back to my own problems.
