This was written by the CEO of a Fortune 500 company last week: "(We have) been working with the FRA over a period of time to jointly address their concerns regarding this class of pre-1974 manufactured ....cars. Our understanding was that we were making solid progress toward an inspection/maintenance plan – however, without notice....the FRA issued this Directive that essentially halted the movement of the cars. This placed (us) and our customers in a very difficult situation".
