The NNRY's 40 and 93 have piston valve conversion kits which sit on the existing slide valve seats. As you mentioned they are a way of converting a locomotive from slide valves to piston valves without making a new saddle casting. Both the NNRY's engines were built as saturated steam engines with slide valves. NN rebuilt them with superheaters and the conversion piston valves. The valve casting is rather rounded looking and the sheet metal sides and top are purely decorative.
BTW 40 and non-operational 81 have Baker valve gear while 93 has Stephenson valve gear. EBT 15 has slide valves and Walscheart valve gear, while 17 was built superheated with piston valves and (I think) Southern valve gear.
