Why the 490s

I understand that the 490s were built because of the financial condition of the Rio Grande. The company did not have the funds to buy more 480s from Baldwin. I have heard that a deposit (or such) was made to Baldwin for additional engines and this ended up being used to fund the purchase of the frames, etc that were used in building the 490s.
